Liverpool have agreed a deal to sign out-of-contract Burnley striker Danny Ings, subject to a medical.
The 22-year-old forward, who is in the England U21 squad for this month's European Championships, will join the club on July 1 after his contract with Burnley officially expires.
The recently-relegated Clarets will be entitled to compensation because Ings is under the age of 24.
It is understood Liverpool remain hopeful they can come to a satisfactory arrangement with Burnley without the need for the player's valuation to be decided by a tribunal despite their initial offer being turned down.
Burnely will be quick to point out that Tottenham were reportedly ready to bid £12m for Ings to secure his signature before he opted for a move to Merseyside.
"Burnley Football Club has rejected an offer made by Liverpool but will continue to have dialogue with the club in order to reach a resolution over the fee,'' said a Burnley statement.
The Reds have been in talks with Ings for some weeks and confirmed the deal in a statement which said: "Liverpool FC are delighted to announce that they have agreed personal terms with Danny Ings and, subject to a medical, the striker will join the club on July 1 after his contract with Burnley has expired.''
Burnley reportedly fended off interest from Liverpool and Tottenham in the January transfer window and boss Sean Dyche was keen to keep hold of Ings but the striker had his heart set on a move away from Turf Moor.
Real Sociedad were also in the hunt for the striker, who scored 11 goals in 35 Barclays Premier League appearances last season, but Ings has made the decision to remain in the Premier League.
